I personally was surprised to see their name mentioned as the publisher, so I looked further into what had happened. And eventually Hasbro/Atari killed them off in the early 2000s. Land doctrine is not exactly what I was looking for (I was hoping for a "tactical battle" mode, rather than an abstracted battle system), but it seems pretty decent, and the design system is along the right sort of lines (if a little basic at the start of the game). Warzone 2100 looks a bit outdated for my tastes, but meh, it's free. I've just downloaded Land Doctrine and Warzone 2100, and I'm going to try them now. I haven't tried Strategic Command, but, from what I've seen, it's very similar to Gary Grigsby's "War In The _" series, which I enjoy, but it's not what I was looking for in this thread. I'm not really a big fan of turn-based tactics games, and SP2 doesn't have that element of tank design that I was looking for. I've tried Steel Panthers in the past it's not what I was looking for.
